State and municipal institutions acquire shelters in line with public procurement rules. It is therefore worth knowing in advance which route the purchase can take and what funding can be expected.
The CPO LT e-catalogue is an information system in which contracting authorities can purchase goods, services or works, and businesses can offer them. The Law on Public Procurement (Viešųjų pirkimų įstatymas) determines when a contracting authority must purchase from or through a central purchasing body.
In each municipality, purchases by the contracting authorities it controls whose value exceeds EUR 15,000 excluding VAT must be centralised through the municipality's own or another central purchasing body.
Where centralised purchasing does not apply, the institution buys on its own under its procurement rules.
bunker24.lt takes part in public procurement, provides quotes for market consultations and budget planning, and helps prepare technical specifications.
You can bring in our engineers for this preparatory work: we will prepare technical solutions and a preliminary budget.

Other shelter managers could also take part as partners. Works started from 1 June 2026 could also be funded.
This is still a draft: the final conditions will be published by the Ministry.
Whether a specific project and solution meets the funding conditions is determined by the final call conditions and the assessment of the institution administering the funding. This is worth checking while the project is still being planned.
Our design engineers will assess your site, calculate the required floor area, recommend the most suitable bunker type and prepare the design solutions in line with STR 2.07.02:2024 (Lithuanian construction technical regulation on the design and installation of shelters). Price on request.

Even the best shelter only helps if people know when and how to get to it. Here are the official PAGD recommendations: the four warning colours, what to do when you receive an alert, and what supplies to keep at home.
How does a shelter differ from a blast shelter, how much floor area is needed per person, is a building permit required and how much does installation cost? We have gathered answers to the most frequently asked questions about shelters and bunkers.
